
Housing Issue Forums are periodic educational events that provide a platform for presentations and discussion surrounding pertinent issues and trends in Ventura County housing. These are generally informal 2-2.5 hour gatherings with an opportunity for networking with other housing professionals over refreshments. Forums typically draw 60-80 Ventura County industry professionals, including: developers & builders, agents & brokers, title & escrow officers, consultants, elected officials, government employees, representatives from community organizations and interested citizens.
Light refreshments are provided, Pre-registration is strongly encouraged along with a small $10 donation.. Your donation enables us to continue to offer these Forums, the Annual Housing Conference and other housing advocacy and information avenues. - Jennifer Harkey (County of Ventura, Continuum of Care Alliance) reported the state of homelessness in Ventura County, new funding, current programs/resources, and expansion opportunities.
- Emilio Ramirez (City of Oxnard Housing Director) discussed the city's implementation of the Housing First model and the new mixed-use Homeless Solutions Center.
- Local service providers introduced the work they do, plans/goals and importantly how our community can help them improve or expand the outreach and effectiveness. The May 25th forum will focus on connecting to achieve affordable housing goals. Appropriately located at the newest affordable housing project Mountain View Apartments in Fillmore, the forum will discuss:
• The Mountain View project distinctions and collaborative approval and financing process. This is a new complex of 77 affordable apartments, one, two and three bedroom units, targeted for very-low and extremely-low income families. The project is a partnership between Many Mansions and Area Housing Authority of the County of Ventura with financial support from Housing Trust Fund VC, County CDBG Funds, 4% Tax Credits + Tax Exempt Bond, State Funds, and Conventional Permanent Loan.

Based on his article “From Our House to Godshuis”, architect, author and scholar Thomas Dougherty will speak about creating homes for the elderly. The medical practice of elderly care has come to recognize the importance of well-designed housing as foundational to the well-being of the elderly. Too often today instead of “housing” them, we “warehouse” them. The elderly leave society when they enter an senior facility, too often to be forgotten by the community at large. It is this separation perhaps more than any other single factor that contributes to the suffering, loneliness, helplessness, and boredom of the elderly today. Through this forum learn how ‘human-scale’ development can bring a semblance of autonomy and a sense of “home” back to housing for our elderly.

Thomas Dougherty, architect, published author, scholar, and city commissioner, is masterful at melding historic perspective with new urban design to maximize sustainability and livability. With a solid foundation as a timber framer and an undergraduate degree in History and Philosophy from the Franciscan University of Steubenville, Thomas went on to receive not one, but two Master’s degrees from University of Notre Dame in Architecture and Architectural Design & Urbanism. Thomas currently works as an architect in West Chester, Pennsylvania initially with Archer and Buchanan Architects, and currently for his own 'Innerblock Design Studio' where he specializes in the development of ADUs along residential alleys and other ‘inner-block’, infill development.

This exciting forum presented forward thinking home and community design ideas that are being implemented elsewhere and may offer housing solutions here in Ventura County.
- Andy Bratz, owner of Draphics, Inc. talked about the eco-friendly earthship home he is building in New Mexico. These sustainable building designs address energy, reuse and recycling, natural and recycled building materials, water harvesting and reuse, and food production and can be using singularly or in tandem in new construction or renovation.
- Matt Roberts, president of Quality Containers, addressed the use of shipping containers for residential purposes. Container use in the County can currently be found only in commercial applications such as the Ventura Botanic Garden office and retail shop.
- Roy Prince, architect and OxnardRenaissance.org, discussed zoning issues and designing communities for people such as “pocket neighborhoods”, clustered groups of, often small, neighboring houses or apartments gathered around a shared open space with a clear sense of territory and shared stewardship.

- How is housing an important determinant of health?
- What is the relationship between homelessness/poor housing and physical/mental health?
- What are the barriers to improved health in various vulnerable populations?
- What resources are available to provide healthy homes to those most in need?
- How can we bring together health care and affordable housing communities?
- What effect does policy have on health care and housing? What changes are needed?
- Saqi Cho (Director of Research, Policy, and Health Promotion, National Center for Health in Public Housing) helps improve access to health care services for underserved, low-income, and vulnerable populations. Dr. Cho is a conduit between service providers, affordable housing managers, health centers, policy-makers and communities, providing a broad array of technical assistance, training and materials.
- Susan White Wood (Housing Manager, County of Ventura Health Care Agency, Behavioral Health) manages the housing component as part of a coordinated system of services providing prevention, intervention, treatment, and support to persons with mental health and substance abuse issues. Formerly with the County Human Services Agency, Ms. White Wood has extensive background in local housing, health care, and grants management issues.

Proposition 1: The Veterans and Affordable Housing Act
This $4 billion bond measure will provide affordable homes for veterans, working families, people with disabilities and those experiencing homelessness. The Act will create approximately 137,000 jobs, pump $23.4 billion into California’s economy.
Proposition 2: No Place Like Home Act of 2018
This measure authorizes the state to use revenue from Proposition 63 (2004, a 1% tax on income above $1 million for mental health services) on $2 billion in revenue bonds for homelessness prevention housing for persons in need of mental health services. While the State passed legislation to spend Prop. 63 revenue on revenue bonds for homelessness prevention housing, the legislation did not go into effect because of pending litigation. Prop. 2 would resolve the dispute regarding spending Prop. 63 revenue.
